Background / General description

IFC's Manufacturing, Agribusiness, and Services (MAS) department is looking to hire a GF/GG level Investment Officer (IO) to work on Health and Education (H&E) sectors across the Sub Saharan Africa region (CAF) to be located in Dakar, Senegal. The IO will work closely with a team of H&E and other investment professionals covering CAF as well as with the global MAS team based in Washington DC. The IO will report to Carsten Mueller, Senior Manager for the manufacturing and services sectors in CAF.

IFC started to actively invest in the H&E sectors in 2001 and has since become the largest international financier of health and education companies in emerging markets. Today, the H&E sectors are one of the key pillars of IFC's growth strategy. IFC's H&E strategy focuses on providing funding for (i) strategic clients, primarily large for-profit networks of hospitals, outpatient clinics, universities and schools, which have ability to operate in several markets and proactively expand their client reach; and (ii) banks for on-lending to small H&E providers, student loans, medical equipment leasing, etc. IFC also has developed complementary advisory services programs which it uses to support its sector clients as well as banks' investments in H&E. In Africa, it also recently launched a major initiative with the Bank, Gates Foundation, and other donors focused on improving the engagement by African governments with the private health sector, the Health in Africa (HiA) initiative.

Duties and Accountabilities

Specific responsibilities include, but will not be limited to:

-Develop a strong pipeline of good quality investment opportunities through anticipating market trends and developing/employing sector/country knowledge. The vast majority of investments are expected to be with banks ie: consistent with the second element of IFC's strategy;
-Evaluate, structure, negotiate, and close new transactions, portfolio restructurings, rescheduling, capital increases, equity sales, etc.
-Develop innovative and appropriate financial structures for complex transactions;
-Lead negotiation/documentation teams; use strong negotiation skills to develop solutions and overcome impasses in straightforward and complex transactions;
-Build and maintain strong relationships with clients, global and regional private businesses, banking and multilateral partners and government officials to further develop the sector and to develop specific investment opportunities;
-Monitor, manage, and report on the performance of the portfolio of investments made;
-Collaborate with closely with colleagues in IFC's the financial markets, structured finance, and advisory services departments as well as with the HiA initiative to deliver on the above objectives;
-Lead and manage project teams, mentor and develop junior staff;
-Collaborate in developing sector and/or regional strategies and support related promotion work, including targeting potential investments and policy advisory work;
-Coordinate closely with social, environmental, and technical assistance colleagues in order to add value to our clients' businesses, find pragmatic solutions to the specific sector challenges, and achieve sustainable development impact.

Selection Criteria

-MBA or equivalent qualification
-At least 4-8 years experience in finance with a proven track-record of sourcing, structuring and closing investments
-Knowledge of and experience in emerging markets; overall sector(s) knowledge is a plus
-Strong business development and client relationship skills, track record and ability to focus on clients needs effectively
-Sound business judgment in identifying potential business partners
-Strong financial and credit skills; demonstrated ability to structure a variety of complex financial instruments (debt and equity)
-Ability to interact directly and independently with the senior management of potential clients, of financial and technical partners as well as senior government officials
-Excellent verbal and written communication skills in English; excellent verbal and written skills in French would be preferable
-Strong inter-personal skills, ability to interact effectively with clients and colleagues from various cultural backgrounds
-Ability to mentor junior investment staff
-Highly motivated, committed to highest ethical standards
-Genuine commitment to sustainable development
-Willingness to travel extensively
-Ability to work in a multicultural, multidisciplinary, matrix organization and deliver high quality work within deadlines to meet team objectives.
